Can Dutch citizens travel to Syria?

Checked 13 September 2026 against NederlandWereldwijd’s Syria reisadvies (last changed 29 July 2026, still current that day), the Damascus and Beirut embassy listings, Decision 128 as reported in Arabic, and 2026 operator tables that put the Netherlands in the US$75 band. Do Dutch passports get a visa on arrival?

Yes. Cash at Masnaa from Lebanon, Nassib from Jordan, or Damascus airport when the airline boards you. About US$75, cash dollars. Decision 128 names the Netherlands in the US$75 group. Scope and In Your Pocket put the Netherlands in the same band. Check the stamp before you leave the counter: 15 days or 30. Independent travellers do this without a tour. If the airline will not board a visa-on-arrival passenger, change to Beirut or Amman — Flights to Syria.

NederlandWereldwijd still marks the country kleurcode rood. That matters for Syria travel insurance and for consular help. It is not the stamp.

Visum bij aankomst Syrië

A visum bij aankomst Syrië for an ordinary Dutch tourist passport is the desk stamp. About US$75 cash. It is not a Brussels sticker, and it is not a window in The Hague.

NederlandWereldwijd still writes that you need a visum and that you should contact the Syrian embassy in Brussels. Rijksoverheid lists that embassy: Avenue Franklin D. Roosevelt 3, 1050 Brussels. The same listing also names a Syrian permanent mission to the OPCW in The Hague. That is not a tourist visa we confirmed. We could not confirm Brussels as a working tourist route in September 2026. In Your Pocket, summer 2026: Syrian embassies do not currently issue tourist visas. Landenkompas still tells you to apply at a consulate in The Hague. Do not wait on either desk.

The old e-visa site, evisa.sy, returned an error when we fetched it on 13 September 2026. The certificate we saw had already expired in January 2026. Visa Index still labels the Netherlands “E-Visa.” VisaList still sells a 90-day sticker. Reisbijbel still quotes €29 for a Brussels form. Carry US$75. The table is on Visa on arrival. Fees have been collected at land since 6 July 2025. Some 2026 guides still say land is free. It was. Pay cash dollars.

Will an identiteitskaart get me in?

No. NederlandWereldwijd: you need a passport; a Dutch passport still valid six months on arrival. An identiteitskaart will not do. One blank page. Clean notes.

Insurance

A high-street Dutch policy that follows kleurcode rood will not pay. NederlandWereldwijd: take a reisverzekering that covers hospital and repatriëring. Your basiszorgverzekering does not always cover those bills. On orange or red, many Dutch insurers change the terms. Get Syria named in writing. The EHIC-kaart is not this trip. It covers state care in the EU, Iceland, Liechtenstein, Norway, Switzerland and the UK — not Syria, and not a flight home. The certificate is Syria travel insurance. Register the trip on the Informatieservice before you go. Registration lets the ministry email or SMS you if the reisadvies changes. It does not create a duty to get you out. The Reisapp is the same ministry’s alert when the advice changes — not an evacuation. The crisis page: the government does not evacuate while you can still buy a commercial ticket.

Consular help

The Dutch embassy in Damascus is closed to visitors. NederlandWereldwijd: werkzaamheden are suspended. There is no Dutch embassy inside Syria. Help sits with the embassy in Beirut.

The Syria reisadvies we fetched on 13 September 2026 (last changed 29 July 2026) still names a 24-hour NederlandWereldwijd switchboard: +31 247 247 247. WhatsApp: +31 857 737 400 — WhatsApp only; do not call or SMS that number. The Beirut embassy page listed under Syria contact publishes +961 150 55 00, and says that from the Netherlands you should use +31 247 247 247. Confirm both on the official page when you pack. Do not plan on being evacuated.

Is kleurcode rood a ban?

This page is not a lawyer. NederlandWereldwijd’s own page on reisadviezen: a reisadvies is not binding. The decision to go is yours. They cannot forbid you to leave. Kleurcode rood is what your insurer and your consular desk will read. Ordinary tourist cash is not a licence application.
