Can Indians travel to Syria?

Checked 13 September 2026 against the Indian MEA Syria advisory still listed that day, Decision 128 as reported in Arabic (India in group 4), 2026 operator tables that flag India as restricted, ShomoX Arabic which does not, In Your Pocket’s summer visa note, and the restricted paragraph already on Visa on arrival. Do Indian passports get a visa on arrival?

Not as a walk-up we can dual-source. An ordinary Indian tourist passport is on the 2026 operator “restricted” lists — Syrian Guides, Syria Scope, CultureRoad, In Your Pocket. Those desks want written approval before Masnaa from Lebanon, Nassib from Jordan, or Damascus airport. We could not find two independent sources that an Indian tourist passport collected visa on arrival at those posts in 2026 without paper. Pack the approval. Do not buy a non-refundable ticket until it is in hand.

Decision 128 is a fee table, not a right to the stamp. Operator lists disagree with each other — Guides puts Mauritania next to India though Decision 128 lists Mauritania as fee-exempt; CultureRoad puts the United States next to India though US passports collect the stamp on our visa page; Scope adds Lebanon and “all African countries.” We will not publish one of those lists as official. India is on all three we read. That is enough to pack paper.

MEA still advises avoid all travel to Syria until further notification. That matters for Syria travel insurance and for consular help. It is not the fee. How the usual circuit feels is on Is Syria safe to visit.

What visa does an Indian passport get?

The working tourist packing in September 2026 is a clearance letter, then cash at the desk if they stamp you. It is not an e-visa. A farm page still tells Indian passports to apply at evisa.sy. That site was inactive in summer 2026. This session it did not serve a working form. Do not pay a random website for a “Syria visa.”

If the desk stamps, the short-stay fee is about US$50, cash dollars, clean notes. Decision 128 as reported in Arabic on 30 April 2026 puts India in group 4: US$50 for a single one-month entry. Guides, Scope, In Your Pocket, and ShomoX Arabic all sit in that same band. Scope labels it a 15-day fee. Check the stamp before you leave the counter: 15 days or 30. Do not freeze 15 as law. ShomoX Arabic, 14 July 2026, puts India in the ordinary US$50 band and does not name India as restricted. Guides still wants weeks of clearance and sells the letter with a tour. Pack the stricter reading. A passport that shows travel to Israel may be refused. That fight is on the visa page.

Carry six months on the passport. One blank page. You need to be allowed into Lebanon or Jordan first if you use those roads. Those are different desks.

Land or air?

The Syrian stamp and the airline boarding pass are different systems. There is no useful direct from India we will freeze. Doha, Dubai, Istanbul, Amman, or Beirut then land.

Air: DAM can still issue a visa when the airline boards you and the approval is in the file. Some airlines will not board you without that letter because their manuals lag. Confirm in writing. If they will not, do not argue Timatic at the gate. Change to Beirut or Amman. The board is Flights to Syria.

Do I need a tour?

A tour is not automatically required. Independent travellers walk the usual circuit. Pre-approval desks often sit at tour offices. Operators write that they handle the letter if you book with them. That is their product, not a gazette. Independent packing is written approval from a licensed desk or a mission, then the stamp. Do not treat a WhatsApp “we stamp Indians at Nassib” as paper. Insurance and cash

A high-street policy that follows MEA avoid-all will often not pay. Get Syria named in writing, with medical and evacuation, and that travelling against advice does not void it. The walk is Syria travel insurance. Day-to-day notes are on Cash in Syria.

Consular help

There is an Indian Embassy in Damascus. MEA’s advisory still points at it. Emergency helpline published with that notice: +963 993385973, also WhatsApp. Email on the advisory: hoc.damascus@mea.gov.in. A March 2026 embassy list still printed cons.damascus@mea.gov.in. Confirm the numbers when you pack. Register the trip. Do not plan on being evacuated by Delhi.

Dual nationality

If you also hold Syrian papers, Syrian authorities will treat you as Syrian. That is a different desk. The walk is Dual nationality and Syria travel. This page is the Indian tourist passport. Carry it when you fly home.

If this fails

• Operators call the Indian passport restricted: do not fly, and do not hit Nassib, until you have paper approval.
• The airline will not board you: Beirut or Amman and the land border — still with the letter.
• A farm says visa on arrival is guaranteed, or that evisa.sy will complete: it is not the packing we can dual-source. Get written approval.
• The land desk refuses even with a guide: an October 2025 Nassib thread had a guided traveller waved back into Jordan. Commenters treated it as an Indian-passport week. Leave slack days. That is luck, not a right.
• A fee page quotes US$25: that band is other passports. Carry US$50.
• The stamp is 15 days and you planned 21: Syria visa extension.
• Israeli travel in the passport: you will be turned away. Visa on arrival.
• The high-street policy follows MEA avoid-all: do not fly on it. Syria travel insurance.
• You also hold Syrian papers: that is a different desk. Carry the Indian passport when you fly home.

What this page will not tell you
