Dual nationality and Syria travel
Syrian papers put you on the Syrian desk, not the tourist stamp. Pack both passports. Fly home on the foreign one. Turkey land is a different sentence for duals.

Checked 13 September 2026 against Smartraveller, the Auswärtiges Amt, GAC, GOV.UK entry requirements, the US State Department’s Syria advisory and Visa Waiver Program page, the Syrian consulate in Istanbul as reported in Arabic on 12 May 2026, UNHCR’s Turkey-crossing notices, Syria is Home’s August 2026 returnee notes, and In Your Pocket’s summer 2026 visa page. This page is not a lawyer. If a practical detail below is wrong, tell us.
If I hold Syrian papers, which desk am I?
The Syrian one. Not the tourist visa-on-arrival queue.
Smartraveller and the Auswärtiges Amt write it the same way. If you also hold Syrian nationality — including through a Syrian father — Syrian authorities treat you as Syrian once you are in the country. A second passport does not buy you the foreign-tourist stamp. It does not buy you the foreign-tourist consular desk.
If you hold only a US, British, EU, Canadian, or Australian tourist passport, leave this page. The cash stamp is on Visa on arrival. Indians still pack pre-approval. A tour is not required for that stamp — Do I need a tour to visit Syria?.
| What you hold | Which desk |
|---|---|
| Only a foreign tourist passport | Visa on arrival. Cash dollars at Masnaa, Nassib, or DAM when the airline boards you. |
| Syrian papers as well — passport, ID, or the civil record that still names you | Syrian. Not the tourist fee table. |
| Turkey land in mind | Dual, expatriate, or Turkish. Not the ordinary foreigner. Turkey to Syria by land. |
What do I pack?
Both. The foreign passport is how you fly home. GOV.UK: British citizens returning to the UK must carry a valid British passport. Smartraveller: dual Australian–Syrian nationals cannot enter Lebanon on an expired Australian passport to renew it. Carry the foreign one valid if you might need Beirut.
The Syrian papers are how the Syrian desk knows you. Syria is Home, border notes dated 20 August 2026: adults carry a Syrian passport or ID, or in some cases another document that proves Syrian origin, at the officer’s decision. In Your Pocket, summer 2026: people born in Syria or with a Syrian father should not be charged a tourist visa, whatever the other nationality. A mother, a spouse, or a photocopy is not a rule we can dual-source. If the officer cannot place you in the civil record, you may be treated as a foreigner that morning. Carry what you have. Do not invent a story at the counter.
A civil extract — إخراج قيد — sits on that “in some cases” list. Syria is Home names it in English and Arabic. EUAA’s 2025 returnee note says a civil extract has been issued at the border after a registry check. Carry it if you have it. It is not a ticket we can promise.
A family booklet — دفتر عائلة or البطاقة الأسرية — is not a dual-sourced substitute for ID on this desk. Syria is Home’s Arabic documents page: the family booklet does not replace a national ID for official government business. Carry it if you have it. We will not promise that paper as the ticket.
You do not need a tour because you hold two passports.
If I only show the foreign passport?
Do not plan on that making you a tourist. The Auswärtiges Amt: German–Syrian dual nationals are treated exclusively as Syrian in Syria. Older Syrian-law problems can still be raised on return. Smartraveller: Australian–Syrian duals are treated as Syrian. This page will not tell you to hide the Syrian file. It will not tell you that works.
Turkey by land
Ordinary US, British, EU, Canadian, and Australian tourist passports do not use the Turkey land posts. That sentence stays on Turkey to Syria by land.
Dual is a different sentence. The Syrian consulate in Istanbul, as reported in Arabic on 12 May 2026, told dual Syrian–foreign nationals to carry both passports — the foreign one and a valid Syrian one — and to leave Turkey by the same post they entered. People who entered Syria from Lebanon, Jordan, or by air were told not to expect a Turkey land exit back to their country of residence.
A fight sits on the Syrian passport’s expiry. The consulate’s notice asked for a valid Syrian passport. UNHCR’s 20 August 2025 GALSP note said adult duals have been crossing with a Syrian passport even if it is expired, plus the foreign one. Children under 18 without a Syrian passport have been allowed on the foreign one. Later Arabic remarks from the crossings authority (Alloush) said duals were still crossing in most posts even with a Syrian passport expired ten years, and that a valid one is sometimes asked. Confirm that morning. Do not treat Bab al-Hawa’s 2025 prior-permission form as your method.
Turkish citizens, and Syrians who hold Turkish nationality, sit outside the consulate’s “no foreigners” line. Confirm at the post. This page will not walk a kimlik.
Consular help
Limited. Often not available as if you were only a foreign tourist.
Smartraveller: if you are Australian–Syrian, they treat you as Syrian, and that limits the consular help Australia can give if you are arrested or detained. The Auswärtiges Amt: German–Syrian duals are treated exclusively as Syrian; consular help is then regularly not possible. GAC: Canada’s ability to help inside Syria is extremely limited anyway. There is no useful US, British, or EU desk inside Syria. Call your own foreign ministry from outside. Confirm the number when you pack. Do not plan on being evacuated. The usual week is on Is Syria safe to visit.
Military service
GAC, last updated 1 September 2026, writes that men aged 18 or over who are of Syrian descent — including dual citizens, and including some men without Syrian citizenship — may face compulsory military service or an exemption fee if they travel to Syria. Ask the Syrian mission that handles your file before you book. We will not freeze a form or a dollar figure. The Auswärtiges Amt’s current Syria page no longer carries a conscription paragraph. That is not a receipt. The Canadian tourist stamp is Can Canadians travel to Syria?.
If you are a woman with Syrian papers
Same Syrian desk as the table. Same two passports.
Keep the foreign passport on your body. Not in a hotel drawer. Not with a relative. Not with a husband. The State Department writes that female dual nationals may face obstacles leaving Syria, and to keep travel documents with you at all times.
A Syrian husband can take legal action to stop a wife leaving, whatever her other nationality. State: she does not always need his explicit consent first. Once an order is in place, she may not be able to leave. Smartraveller writes the same fact, regardless of nationality. That belongs on this packing list. It is not a reason to close this tab.
If you are travelling with a child on a Syrian file: State and Smartraveller both write that a child under 18 needs the father’s permission to leave, even after a custody order. Confirm that with the mission before you book. This page will not walk a court file.
Papers: Syrian passport or ID if you have them. A civil extract if you have one. A family booklet if you have one — and still not as a promised ticket. The foreign passport stays on you when you leave.
Dress, hotels, and the usual week are on Solo female travel in Syria if you want them. You do not need that page to pack these papers.
Later: the United States
If you hold Syrian nationality and a visa-waiver passport, you were already ineligible for ESTA even without this trip. State lists dual nationality of Syria outside the Visa Waiver Program. Check the authorisation. The walk is Will visiting Syria cancel my ESTA?.
If this fails
- You only hold the foreign tourist passport: you are on Visa on arrival, not this page. US, UK, EU, Canada, Australia, India: start at those nationality blogs.
- A fees page sells you the tourist cash as if you were not Syrian: that table is the other desk. travel963 still writes that a dual who enters on a foreign passport pays Decision 128. That is not this packing.
- A driver in Hatay says foreigners can cross today: they cannot. Duals are not “foreigners” in that sentence. Confirm both passports. Turkey to Syria by land.
- The consulate wants a valid Syrian passport and yours is expired: that fight is live. Do not fly to Hatay on a forum thread.
- You planned to renew the foreign passport in Beirut on an expired one: Smartraveller says dual Australian–Syrians cannot. Carry it valid.
- You wanted a military-service receipt from this article: call the mission.
- Lebanese dual nationality without Syrian papers: different fight. GOV.UK says check before you book. Visa on arrival.
- A husband has filed an order, or someone else is holding your papers: that is their process. Keep the foreign passport on you. This page is not a court.
