Can Americans travel to Syria?
Yes. About US$200 cash at the desk. Level 4 is insurance and consular help, not the stamp. Land if the airline will not board you.

Do US passports get a visa on arrival?
Yes. Cash at Masnaa from Lebanon, Nassib from Jordan, or Damascus airport when the airline boards you. About US$200, cash dollars. Decision 128 puts the United States in the US$200 group. Scope and Guides sit in the same band. The State Department writes about 30 days. Check the stamp before you leave the counter: 15 or 30. Independent travellers do this without a tour. If the airline will not board a visa-on-arrival passenger, change to Beirut or Amman — Flights to Syria.
Level 4 is still on travel.state.gov. That matters for Syria travel insurance and for consular help. It is not the stamp.
What visa does a US passport get?
The State Department still writes two sentences that do not agree. One: Syria may issue a tourist visa on arrival to US citizens at Damascus airport or by land from Lebanon or Jordan, about US$200, for 30 days. The other: you must get a visa from a Syrian mission in your country of residence. The embassy in Washington closed on 18 March 2014. There is no Syrian protecting power in the United States. The working tourist route is the stamp.
State still mentions an online application. We could not confirm that as a working tourist form this session. Do not type a card on a Coming Soon page. A site that quotes US$150, or weeks of pre-approval, is not the tourist route. Carry US$200. The table is on Visa on arrival. Fees have been collected at land since 6 July 2025.

Land or air?
The Syrian stamp and the airline boarding pass are different systems. US carriers do not fly Syrian airspace — FAA SFAR. Buy a foreign airline, or fly to Beirut or Amman and cross by land.

Air: DAM can still issue the visa. Some airlines will not board you without a prior letter because their manuals lag. Confirm in writing. If they will not, do not argue Timatic at the gate. Change to Beirut or Amman.
State says a departure tax at Syrian land and sea borders (not for diplomatic passports or children under 11). We do not have two sources for a dollar figure. Carry small cash. Ask at the desk.
Insurance
A high-street US policy that follows Level 4, or a sanctions list that still names Syria, will not pay. Get Syria named in writing, with medical and evacuation. Medicare and Medicaid do not pay abroad. Hospitals often want cash up front. The certificate is Syria travel insurance. Day-to-day notes are on Cash in Syria.
Consular help
There is no US embassy in Damascus. Operations suspended in 2012. The Czech Republic is the protecting power. If you cannot reach them, the US embassy in Amman publishes emergencies at +962 6 590 6500. From the United States: 1-888-407-4747. From overseas: +1 202-501-4444. Confirm the numbers when you pack. Enrol in STEP before you fly. Do not plan on being evacuated.
The same Czech page says neither US passports nor visas to the United States will be issued in Damascus, and also that Czechia can accept passport applications. Do not plan a passport replacement as a tourist errand.

Is it illegal for Americans?
This page is not a lawyer. The United States no longer runs a comprehensive Syria sanctions programme. OFAC FAQ 1220 (updated 24 August 2026): those sanctions were no longer in effect from 1 July 2025; the old regulations were removed on 26 August 2025. OFAC recorded the removal of Syria’s State Sponsor of Terrorism designation on 24 August 2026. Some people and firms remain listed. Do not transact with anyone you know is on the SDN list. Ordinary tourist cash — visa, hotel, taxi — is not a licence application. If your trip is work, journalism, or anything else, read Treasury yourself.
If this fails
The airline will not board a visa-on-arrival passenger: Beirut or Amman and the land border. A site sells a tour, weeks of pre-approval, an e-visa, or a US$150 fee: the stamp is the working tourist route. Carry US$200.
